Annual Air Quality Issues Presentation
Topic:
SCAQMD, CARB and EPA Air Quality Update
 
The presentation will include a discussion on recent changes and issues impacting Air Quality Compliance:
  • SCAQMD Rule Changes and Updates (e.g. Rule 1147, RECLAIM, etc.),
  • SCAQMD’s New AER Software
  • CARB Health Risk Guidelines, and
  • Supreme Court Decision re. Permitting for GHGs

*** Program Update:  We are excited to announce that the presentation will include Dr. Philip Fine, Assistant Deputy Executive Officer for Planning, Rule Development & Area Sources at the SCAQMD.


Speakers:

Philip M. Fine, Ph.D. is the Assistant Deputy Executive Officer for Planning, Rule Development & Area Sources at the South Coast Air Quality Management District.  In this role, Dr. Fine oversees a wide range of SCAQMD activities, including development of State Implementation Plans and the Air Quality Management Plan, strategies for particulate matter control, meteorology and forecasting, air quality evaluation, air toxics risk assessment, and rulemaking and enforcement for VOCs and area sources. Dr. Fine serves as SCAQMD's member for the California Air Resources Board legislatively mandated Research Screening Committee.  Prior to his current position, Dr. Fine's responsibilities at SCAQMD included oversight of ambient air monitoring, laboratory services, quality assurance, and source testing.

Prior to joining the SCAQMD, Dr. Fine was a Research Assistant Professor at the University of Southern California, Los Angeles where he taught courses and conducted extensive research on particulate pollution and its health effects, resulting in over 45 peer-reviewed scientific publications.  He received his Ph.D. from California Institute of Technology in Environmental Engineering Science, and his bachelor's degree in Mechanical Engineering and Materials Science &Engineering from the University of California, Berkeley.


Judy B. Yorke, P.E., CPP, President of Yorke Engineering, LLC, has extensive Air Quality Permitting and Compliance experience at aerospace, military, utility, and industrial facilities. She is a recognized expert on the SCAQMD's regulatory requirements, including Title V, RECLAIM, and New Source Review, and a member of the SCAQMD's Permit Streamlining Task Force. She has performed air quality projects requiring complex permitting, large facility auditing, and compliance management planning; emission inventories; air pollution control systems; monitoring, recordkeeping, and reporting systems; GHG reporting; health risk assessments; hazardous substance release planning; regulatory analysis and development; and agency negotiations.
